Despite Passage in the House, the Future Of ACESA Remains Uncertain



On May 21, 2009, the Energy and Commerce Committee approved H.R. 2454, the "American Clean Energy and Security Act," by a vote of 33 to 25. This legislation, introduced by Chairman Henry A. Waxman and Subcommittee Chairman Edward J. Markey, is a all-inclusive approach to America's energy policy whose objectives are to create millions of new clean energy jobs, save consumers hundreds of billions of dollars in energy costs, enhance America's energy independence, and cut global warming pollution. The legislation has received wide support from electric utilities; energy companies; manufacturing, industry, and corporate companies; labor unions; and community and environmental organizations. The House of Representatives passed H.R. 2454 by a vote of 219-212 on June 26, 2009.

Having passed the House, the next stop for ACESA is the U.S. Senate for consideration.

The Future of ACESA Remains Uncertain

Despite its passage in the House, the future of ACESA remains uncertain, as it may soon face both opposition and competing bills intended to address climate change in the Senate. Senate committees will likely be combined to create the Senate version of ACESA. If the Senate passes its own version of ACESA, differences between the Senate and House bills would have to be reconciled and the final bill passed by both houses, before the bill could be sent to President Obama to be signed into law.
